A Cooperation Program between the Palestinian International Cooperation Agency (PICA) and the Ministry of Labour (MOL) to Support the Implementation of Economic Empowerment Plans

Both PICA and MOL agreed today on a series of programs and work plans that will be implemented between the two sides during the coming period, especially on issues related to economic empowerment and the transfer of Palestinian expertise abroad.

The outcomes of the meeting are in line with the direct instructions of the Minister of Foreign Affairs and Expatriates, H.E Dr. Riad Malki, and the Minister of Labour, H.E Dr. Nasri Abu-Jaish, to coordinate between both institutions and engage in joint development activities . Such coordination promotes economic empowerment, particularly in conjunction with the Cabinet’s launching of the government’s plan of action in regard to its economic empowerment and government priority to enhance development programs.

During the meeting, PICA Director General, Imad Al-Zuhairi, welcomed the Deputy Minister of Labour, Samer Salameh, and MOL delegation, reaffirming the need for coordination between both institutions to establish a joint program in a number of African countries, through the use of specialized Palestinian human resources. Al-Zuhairi also suggested to frame the relationship between both sides by signing a cooperation agreement that includes clear bases for cooperation within a specific time frame.

Deputy Minister of Labour, Samer Salameh, expressed the importance of coordination with Arab donors to support PICA work and enhance its role abroad.

In this regard, Salameh stated that there are consultations underway to hold a conference for Arab donors and a number of European donors, coordinated by the Arab Labor Organization and the International Labor Organization, in which Some arab capitals were proposed to host this conference. Salameh also confirmed that through this conference, which is expected to be held by the end of this year or the beginning of next year, PICA and its programs can be presented to the donors through a joint proposal drafted between PICA and MOL. This draft should include all the important and necessary points related to economic empowerment and deploying Palestinian expertise abroad.
