2019 – PICA Water Program in Namibia

Background: In May 2019, the President of Namibia declared the state of emergency over drought conditions in the country. According to government estimates, around 556,000 people (close to one in five Namibians and almost half of whom are children) will be affected by the drought. Following this declaration, PICA planned to deploy water and drought experts to transfer the Palestinian knowledge and expertise to their Namibian counterparts to form a strategy to overcome the current challenges.
Purpose: This mission aimed at supporting the ongoing efforts of the Namibian Government to overcome the impact of the drought situation.
Outputs: As a result of this mission, PICA’s delegation was able to prepare a study report which includes important recommendations for further steps to be implemented to deal with the current situation. This report was delivered to all governmental bodies dealing with the crisis. It was also agreed to implement different capacity building programs for water, soil and energy technicians in 2020 by deploying Palestinian instructors in specific fields based on the expressed needs of the government of Namibia.
Activities: PICA’s delegation conducted several meetings with the Minister of Agriculture, Water and Forestry, Disaster Management Unit-Prime Minister’s office and local farmers to discuss solutions linked to the current situation. The delegation visited several water dams in the country to assess the situation from a practical perspective, during these study visits several meetings with field technicians were held.
