2019 – PICA Capacity Building Program in the Lesotho

Background: In April 2019, PICA conducted an exploratory mission to the Kingdom of Lesotho to discuss potential cooperation opportunities between both countries to foster South-South cooperation and enhance the bilateral relations. During this visit, different Ministries expressed their needs for several capacity building programs to empower their staff and improve their performance. Therefore, PICA decided to deploy a delegation of IT experts later on to respond to their appeal and transfer the Palestinian knowledge to their counterparts in the Ministry of Media and Telecommunication in the Kingdom of Lesotho.
Purpose: This mission aimed at supporting the ongoing efforts of the Government of Lesotho in empowering their staff in the field of IT to deal with the rising challenges linked to network security and to improve their knowledge on topics such as DNS and 365 exchange.
Outputs: PICA conducted a capacity building program that targeted 70 IT specialists in 22 different ministries including staff from the parliament, judiciary system and the police. The participants increased their theoretical and practical knowledge on different techniques linked to network security, DNS and 365 exchange. In addition, it was agreed to establish new capacity building programs in the future that target media staff based on the needs expressed by their division.
Activities: PICA’s delegation conducted several meetings with high-level officials in the Ministry of Media and Telecommunications to discuss future cooperation programs and to provide recommendations and technical support to challenges linked to their performance. Moreover, PICA’s instructors conducted a 5-day capacity-building program targeting the mentioned topics.
